Social Impact Assessment.

Social Impact Assessment (SIA) is the process of analyzing, monitoring, and managing the social consequences of an intervention, such as a program, project, plan, or policy. The SIA process should be reflected in decision-making at all stages of a project cycle to maximize benefits and minimize the social costs of an intervention.

The SIA process includes specific milestones, deliverables, reports, and plans at appropriate points during the project cycle.

In this course, you will learn about the ten elements of an SIA and how to use them during the preparation and implementation of your project. The goal of the course is to effectively assess whether the elements of a Social Impact Assessment have been implemented in a project in accordance with the guidelines presented in Section I of the International Good Practice Note, Social Impact Assessment: Integrating Social Issues into Development Projects, prepared by the IDB in 2018.

The course summarizes international good practices. It discusses the rationale, principles, and recommended approach for undertaking an SIA, emphasizing that SIA is a process to be integrated into project preparation, implementation, and monitoring, rather than a standalone study or report. It clarifies that the level of effort and content involved in conducting an SIA should be proportional to the project’s risk, scale, and complexity. It also describes the ten elements of an SIA, with emphasis on risk identification and management.

Introducción a la guía metodológica para la realización de talleres de identificación de modos de fallo

El taller de identificación de modos de fallo enseña una técnica robusta para analizar riesgos en infraestructuras ante desastres y cambio climático. Es colaborativo y dura de 2 a 3 días, con acciones previas, revisión de información y visita técnica. Los pasos incluyen identificar modos de fallo, clasificarlos y proponer medidas de reducción de riesgo. El facilitador debe ser objetivo y capaz de manejar grupos, mientras que los participantes deben tener perfiles técnicos relacionados con el proyecto. El éxito del taller dependerá de la representatividad y trabajo grupal en la identificación de modos de fallo y la organización del taller. Finalmente, se explica cómo realizar un análisis de riesgos cuantitativo basado en el análisis cualitativo.

The environmental and social context of Latin America and the Caribbean has evolved since the Inter-American Development Bank (IDB) developed its safeguard policies more than 15 years ago. The Environmental and Social Policy Framework modernizes many of the requirements of those safeguard policies into a comprehensive and consolidated framework that better responds to the environmental and social challenges faced by our countries: social inequality, climate change, and the depletion of natural capital. In turn, the new Framework represents an opportunity to improve, update, and harmonize environmental and social standards within the IDB Group and with other multilateral organizations, so that borrowers are always subject to similar requirements.

The effects of a poorly designed and implemented resettlement process can be among the most negative and far-reaching impacts that a community, household, or individual may experience. Organizada por el Banco Interamericano de Desarrollo (BID), esta capacitación integral en línea está diseñada para fortalecer los sistemas nacionales de licenciamiento y fiscalización ambiental y social. Nuestro objetivo es apoyar a los países para que logren un equilibrio sostenible entre el crecimiento económico y la preservación del medio ambiente.
